Somewhere along the line, Numero Group's focus shifted from reissuing to storytelling. All reissues worth their time and effort manage to put together some kind of insightful narrative, but from the first Eccentric Soul collection onwards, Numero's research and legwork—and their resulting discoveries—have given the label's releases the value of providing a window into the humanity and community inside a scene that exists far beyond what you can hear in the music alone. The music's no afterthought, of course: all that pavement-pounding, networking, hobnobbing, and intricate packaging has brought out an archival collection of independent vintage soul and R&B practically without rival, from lightning-in-a-bottle one-offs to the gateway-to-fame early moments of household names. But something about the way it's presented in these collections, curation in the truest sense of the word, inspires the kind of deep curiosity and what-if speculation that keeps musical obscurities in demand. Two of Numero's new releases dig deep into two of the more fascinating stories they've mined in their history—one of them, a heartening followup to their very first collection from 10 years ago; the other, a tumultuous decade-long trip through a label where cops rubbed elbows with numbers runners and a legendary running back was recruited to secure national distro. Both the Capsoul and Way Out labels were based in Ohio, the former in Columbus (hence the 'Cap' in 'Capsoul') and the latter up in Cleveland, but these collections' near-concurrent release and Ohio-based commonality hide the fact that both of these collections fascination for entirely different reasons.
Eccentric Soul: Capitol City Soul is notably symbolic—it bears the catalog number of 51, marking the 50th release for the label since 2004's Eccentric Soul: The Capsoul Label. That first collection bore the weight of what then felt like unrealized, long-post potential, right down to the water-damaged photo on the cover; that picture, like most of the comp's material, was significantly cut down when label head Bill Moss' personal archives were soaked in a friend's basement flood. And yet, after launching renewed interest in the Capsoul label with their first release, Numero's staff discovered that the label's influence was significantly wider in the Columbus area than the scraped-together remnants of Moss' collection even hinted. Capitol City Soul's 20 tracks include long-lost material by Capsoul acts highlighted on the first collection; four unreleased recordings by the sweet-harmonizing Four Mints and a trio of raw but powerful demos by the balladeers Kool Blues are ideal supplements to the material unearthed 10 years ago. But the artists that show up here from affiliated labels and other Capsoul-orbiting spots in the local soul circuit make for equally compelling surprises—if not as musicians, then as stories, though usually both.
A handful of mid-late '60s tapes by a group called the Chandlers were pulled off the shelves of the still-operating Musicol studio and reveal a band deeply in tune with the Motown sound, yet still operating in a stripped-down mode that foregoes dense orchestration and production for more tight-knit group dynamics. Drummer Dean Francis and his group the Soul Rockers contribute a couple tracks that slot somewhere between Memphis twang/scratch and Bay-to-Georgia brass, with 'Funky Disposition' providing both the collection's best James Brown analogue and a sketched-out technical diagram loosely outlining the song's accompanying dance move. And in an inspired bit of sequencing, the Soul Partners' Southern-fried, horn-driven deep soul cut 'Lose the One You Love' and the Vondors' more Midwestern-leaning, harmony-backed cosmopolitan soul number 'Look in the Mirror' are put back-to-back—they're the same band, wrangled into double duty by Moss to ramp up his chances of getting his label's 45s on the radio. Can't fault a man for being a little dishonest in the service of some solid jams, though. Where Capitol City Soul serves as a long-brewing second chapter in a previously told story—a chapter that's more beneficial for its exhaustive nature and close focus on a handful of artists than its quality as a front-to-back listen— The Way Out Label is a stranger, more unwieldy, and ultimately more interesting collection. Much is made in the liner notes of Way Out's location in a rough area of Cleveland's east side, where the studio was protected on off hours by a trigger-on-a-string shotgun trap hooked up to a doorknob.
Skimming through the archival materials in the liner sends you careening through an abstracted assemblage of vintage R&B history from the tail end of the doo-wop era through the full bloom of psychedelic soul. (The latter is memorably played up by an ad for the Sensations: 'Who knows what sounds lurk in the hearts of men? The Sensations know. They've crossed the time zone deep into the '70s. And listened.
Surrender now to the new experience.' ) And the connections, deals, and discoveries laid out in the liner notes' narrative is a sprawling tour through a succession of unlikely characters: a singer named William Bell who, after his group the Soul Notes disbanded, traveled down to Memphis for a Stax audition and was informed for presumably the first time that they already had a William Bell on their roster; Laura Greene, a singer who jumped from Way Out to a succession of major labels, then to an acting role in Robert Downey, Sr.' S 1969 ad-world spoof Putney Swope before appearing in TV commercials for real; NFL icon Jim Brown, whose financial patronage in helping break Way Out on a wider scale was rewarded with an extremely short-lived vanity label called Big Jim. And the music on the collection, 40 tracks in all, is just as dizzying in its reach. It runs the gamut from the vintage soul of 1964 sides by Lou Ragland & the Bandmasters—keening, ghostly doo-wop on 'Never Let Me Go', sax-blasting instrumental house party soundtrack on 'Party at Lester's'—through the waning days of 1972-73 and the valiant attempts by artists like Jesse Fisher ('Why', 'Don't Cheat on Me') and Sammy Jones ('You've Got to Show Me', 'She Didn't Know') to keep Way Out's pulse beating through velvety loverman grooves.
Picking out a peak era for the label is thankfully tricky, as the lush mid-late '60s sides by orchestrally backed vocal group the Sensations, the Soul Notes' sophisticated intensity (get a load of William Bell's breathless out-of-nowhere mid-song narrative on 'I Got Everything I Need'), and the bittersweet yearning of Bobby Wade's belting on his late early '70s 45s ('Can't You Hear Me Calling'; 'I'm In Love With You'; 'Four Walls and a Window') all make a case for Way Out's potential to become a sort of Brunswick on the Erie. Like their Columbus counterpart in Capsoul, Way Out saw its end before the '70s hit their midpoint. And like Capsoul, they've also been done thorough justice by the kind of archivists who know full well that music doesn't have to reach millions to mean something—especially when it's so easy to hear echoes of other familiar pasts inside it.
